Comment : in January 1920, an Inter-allied Administrative and Plebiscite Commission, composed of representatives from France, Great Britain, and Italy, took over the administration of Upper Silesia. This commission was established under the Treaty of Versailles to oversee the region and prepare for a plebiscite that would decide whether Upper Silesia would belong to Poland or Germany. The commission's role was to ensure a fair and impartial process leading up to the plebiscite, which was eventually held on March 20, 1921.
